Is this a good time to move to Lanzarote

Hi I am new to the forum and want to know if this is a good time to move to the island.how is the ecconomic downturn affecting ex pat business and tourism/do the Spanish kids go to the beach in the winter and is their enough kids to make a living from in winter,how long does it take to get a resident permit and NIE all advice gratefully recieved
