Question diving query

Hi
Weve been diving in the Canaries for several years now and only ever had to complete a medical questionaire. This year the diving company is demanding a full medical certificate fom the doctor claimin it has been a legal requirement in spain for over 15 years. My GP charges £50 a pop! and the diving company say they can get a local doc to do one for only 30 euros.
Ive got good diving insurance and as I play sport at a national level I m just a bit fit.
Does anyone know if this is a legal requirement now? and if so why wasnt it needed before? Or is the dive shop on a fiddle.
